Governor Bassey Otu of Cross River State has signed Executive Order No. 1 of 2024 to protect host communities of mineral resources from exploitation, insecurity, and unauthorized infiltration. The order aims to safeguard mining communities across the 18 local government areas from exploitation and ensure that mining companies pay surface rent to promote safety and security.
The order requires mining entities to obtain community consent and development agreements, vetted by the Ministry of Justice, to avoid duplication and align with the state’s development master plan. It also mandates the verification of entities and miners with authentic leases and licenses from the Federal Government.
The Ministry of Environment will ensure the restoration and reparation of land integrity, while the Ministry of Lands will grant approval for physical infrastructural development. The order empowers the Cross River State Executive Council to review its provisions every three years and applies in conjunction with other relevant laws.
Governor Otu emphasized the importance of protecting host communities and ensuring that mining companies operate responsibly. The order provides a framework for the collection of surface rents, guidelines for collection, and penalties for defaulters. The state government will collaborate with relevant agencies to ensure compliance and enforcement.
